			<content:encoded><![CDATA[<p></p><p>An unending series of protests continues in Thailand – the latest being one by environmental activists protesting at an industrial complex for the government to extend from 11 to 18 its list of harmful industries on Thursday, 30<sup>th</sup> September, 2010.</p>
<p>The police controlling the protestors were nearly half in number. There were 2,000 members of the Eastern People&#8217;s Network gathered in front of the Rayong administration center of the country&#8217;s largest industrial estate, Map Ta Phut to begin their rally, the Bangkok Post reported. The small number of policemen available made it imperative for elites to have higher security for their protection. Such scenarios require bodyguards for their safety.</p>
<p>The protestors said they would stay inside the complex until their demand for extending the list of harmful projects is met.</p>
<p>Prime Minister Abhisit Vejjajiva said the government will try their best to deal with the demands, but it may not be able to get everyone to agree on the matter.</p>
<p>&#8220;We have to admit that there are those who disagree with industrial development, and they have the right to express their opinions,&#8221; Abhisit said, &#8220;but that has to be done in accordance with the rule of law.&#8221;</p>
<p>Abhisit said the National Resources and Environment Ministry&#8217;s list of 11 harmful industries is sufficiently strict in this matter.</p>
<p>&#8220;The solution to the Map Ta Phut problem is to build buffer zone and to conclude the capacity of the area to support industrial expansion, and not the list of harmful projects,&#8221; Abhisit said.</p>
<p>For this reason, a new series of protest may rise in the country already facing protests by the Red Shirts against the government.</p>

			<content:encoded><![CDATA[<p></p><p>After allegedly Muslim insurgents killed two teachers in southern Thailand on Tuesday, September 7, 2010, Three Border Provinces Teachers Federation resolved that all 465 schools in risky areas of the three southernmost provinces &#8211; Yala, Pattani, Nrathiwat &#8211; would be closed for three days after by the afternoon.</p>
<p>&#8220;The three-day closure of all schools in red zone and risk areas in the three southernmost provinces is to find ways to restore teachers&#8217; morale and coordinate with security units on more stringent security measures for teachers,&#8221; Bangkok Post quoted Boonsom Thongsriprai, chairman of the federation.</p>
<p>According to the police, two gunmen on a motorcycle shot the two teachers who were on their way to a market in Narathiwat province.</p>

			<content:encoded><![CDATA[<p></p><p>As a response to a series of grenade attacks that shook Bangkok to its very core, Thailand placed more than 460 locations across Bangkok on high alert on Friday, September 2, 2010.</p>
<p>These locations included the royal palaces, key government buildings, power plants and public transport. Such locations will receive special protection from the Centre for Resolution of Emergency Situation (CRES), the body set up to monitor security since unrest in April.</p>
<p>Thousands of police, soldiers and city officials will impose upon the security within Bangkok and streets will be patrolled around the clock, starting late Friday (September 2, 2010).</p>
<p>The CRES spokesman Major General Piya Uthayo said130 locations, including those already targeted, were considered extremely high risk. Continual patrols would operate within a 400 meter radius.</p>
<p>In addition, 198 other places, such as the homes of key public figures, have been placed on a second level of high alert and will have checkpoints guarding access.</p>
<p>But despite these measures being taken by the government, it is recommended that personal bodyguards be hired by the elites of the city for the protection of their homes and security. For travelling and those on the move, bodyguards can ensure maximum protection from any harm.</p>
<p>A third level of alert will be enforced at 136 locations such as banks and department stores. These places will receive additional training for their private security staff.</p>
<p>Bangkok authorities plan to upgrade thousands of security cameras across the city as well so as to boost storage capacity so that images can be saved for one month.</p>
<p>Five bombings have taken place within a month and has left the residents of Bangkok unnerved. The bombings has killed one and injured thirteen. The places targeted include Thailand&#8217;s national TV center and an apparent repeat attack at the King Power duty-free shopping outlet.</p>
<p>Bangkok is one of seven areas still under the emergency decree, which was introduced on April 7 as a response to the Red rallies that later left 91 people dead and about 1,900 injured in clashes between protesters and the army.</p>

<p>The high threat of terrorist attack in Thailand has increased ever since reports have been received by the government continuously about terrorists planning attacks against a range of targets, which includes tourist areas and other places frequented by foreigners. Civil unrest by the Red Shirts due to the political tension in Thailand and the Islamic insurgents who may find an opportunity to exert pressure on the government are likely to do such acts during this unstable time in the country.</p>
<p>Reports received by the government are as follows:</p>
<ul>
<li>On 6 August, 2010, the US Government warned of unverified reports of possible bomb attacks in Bangkok.</li>
<li>Thai officials have warned of a possible bomb attack in the central business districts of Bangkok in August 2010.</li>
<li>Several small explosive devices were detonated in Bangkok in July 2010, including in a central business district.</li>
</ul>
<p>In addition, large-scale political demonstrations and related incidents in Thailand have resulted in fatalities and injuries in April and May 2010. Firearms, grenades and small explosive devices have been used at various locations and the political situation can be unpredictable and further political unrest and violence cannot be ruled out.</p>
<p>For this reason a state of emergency is in effect covering seven provinces, including Bangkok and surrounding provinces, and some provinces in north eastern Thailand.</p>
<p>You should avoid protests, and political rallies, and any security deployments associated with such events. Furthermore, you should also exercise a high degree of caution when approaching military checkpoints and avoid any protests, demonstrations or areas subject to operations by the security forces. Avoid travelling to the southern provinces of Yala, Pattani, Narathiwat and Songkhla or overland to and from the Malaysian border through these provinces due to high levels of ongoing violence in these regions, including terrorist attacks and bombings resulting in deaths and injuries on an almost daily basis. Since January 2004, several thousand people have reportedly been killed and many more injured, including a number of foreigners.<strong> </strong></p>

			<content:encoded><![CDATA[<p></p><p>On Monday, Thailand&#8217;s Prime Minister Abhisit Vejjajiva signed an order, canceling the emergency decree in three more provinces, Channel 3 Television reported.</p>
<p>The three provinces include the northern Chiang Mai and Chiang Rai province and the northeastern Ubon Ratchathani, the report stated.</p>
<p>The 3rd Army Region commander Lt General Thanongsak Apirakyothin said that concerned agencies were capable of keeping the situation in Chiang Rai and Chiang Mai under control,  recommending the emergency decree could be lifted in these two provinces.</p>
<p>&#8220;Personally, I think the emergency law should be lifted to help boost the economy and tourism in these northern cities,&#8221; Lt General Thanongsak said.</p>
<p>Chiang Mai and Chiang Rai province are famous among Thais and foreign tourists across the globe.</p>
<p>But the prime minister’s order has left seven other provinces for remaining under the emergency rule, including capital Bangkok, the central Pathum Thani, Nonthaburi, and Samut Prakan province, and the northeastern Udon Thani, Nakhon Ratchasima, and Khon Kaen province.</p>
<p>The emergency decree had been first imposed in Bangkok and some nearby areas in April, which made the police and army in full control of the mass anti-government protests. But the emergency spread to other parts of the country and eventually the emergency rule had been imposed in totally 24 provinces of Thailand&#8217;s 76 provinces, including capital Bangkok.</p>
<p>Violent clashes between the anti-government &#8220;red-shirt&#8221; protesters and troops during March 12 to May 19 in central Bangkok made the death toll rise up to 88, while 1,885 others were wounded.</p>

			<content:encoded><![CDATA[<p></p><p>On Thursday, August 5, 2010, Thailand&#8217;s prime minister said he would end emergency rule in six provinces but maintain the strict laws in Bangkok, due to a weekend bomb blast which rekindled tensions in the wake of deadly street protests.</p>
<p>The emergency bans public gatherings of more than five people and gives security forces the right to detain suspects for 30 days without charge. It will remain in place in 10 provinces, out of a total of 76.</p>
<p>Prime Minister Abhisit Vejjajiva said he would revoke the laws in Chonburi, Ayutthaya, Nong Bua Lam Phu, Maha Sarakham, Mukdahan and Chaiyaphum in central and northeastern Thailand.</p>
<p>The premier pledged to roll back the state of emergency gradually, saying it is still needed in the capital after a weekend bomb attack at a Bangkok bus stop killed one person and wounded 10.</p>
<p>The government has come under pressure from the US and rights groups to end emergency rule to help the country recover from deadly civil unrest.</p>
<p>But the current situations in Thailand remain unsafe at the moment. Security measures are highly-recommended for the elites and protests by the Red Shirts will continue in the future. The Reds, who hail Thaksin&#8217;s policies for the poor, view the current government as elitist and undemocratic because it came to power after a court ruling threw out the previous administration.</p>

			<content:encoded><![CDATA[<p></p><p>As Thailand continues to stay in a state of emergency after the bomb blast on Friday morning (August 30, 2010), insecurity and fears of more unrest and violence in the country loom for the residents.</p>
<p>The state of emergency was defied by several hundred Red Shirt protesters in Bangkok, who planned to stage a symbolic protest, with hundreds of people sprawling on the ground and chanting, &#8220;People died here!&#8221;</p>
<p>Although the demonstration at the city&#8217;s Democracy Monument held on Sunday was peaceful, it was the latest sign of simmering discontent since the army cracked down on May 19 to disperse a sprawling anti-government protest camp and ended 10 weeks of demonstrations calling for early elections.</p>
<p>The rolling clashes between troops and Red Shirts killed 90 people and wounded more than 1,400 in the demonstrations&#8217; final weeks.</p>
<p>For this reason, two grenades have exploded in Bangkok over the past week, killing one bystander and wounding 11. There have been no claims of responsibility but both are presumed linked to ongoing political tensions in the country.</p>
<p>In addition, the media reported on Sunday that an unexploded grenade was found in a sewer on the grounds of the prime minister&#8217;s office compound over the weekend.</p>
<p>It was for this reason that Prime Minister Abhisit Vejjajiva&#8217;s government has kept a state of emergency in place in Bangkok and nine other provinces citing security concerns. The decree bans political gatherings and allows heavy censoring of the media in Thailand.</p>
